Pedersen Problem

Hi. I bought what I believe to be a Copenhagen Pedersen designed for touring because ....

Mavic touring rims.
3x8 hub/cassette gearing.
Low rider rack mounts on front forks.

The bike does fit me (I'm 5ft 11in with 31in leg), but despite much adjustment, isn't what I'd expect.

I've seen two other Pedersen's in the flesh and looked at many photos online and am perplexed as to why on mine, the seat tubes are brazed to the mudguard bridge (see picture). I have not seen this on any other model and to my mind, it doesn't seem correct, as it makes the frame less flexible and therefore less comfortable.

The frame number seems unusual too - 0008OU - ?

If anyone can shed some light on this, I'd be very grateful.
